I'm doin a project and i need a safe way to heat up a car in less than five minutes. Even if the car is really really cold inside.

Safely, at the frequency you would need to produce heat, I don't think you could. But, I may be wrong.

No radio waves would short on the metal in the car. Use hot air, lots of it.
