You probably can so long as the rocks don't have minerals or chemicals in them that will hurt the fish or change the chemistry of the water. For example, a rock from an ocean shore might have salt dissolved in it if it's a porous rock. That wouldn't work so well in a fresh-water aquarium. A piece of limestone would probably change the pH of the water pretty quickly, and a stone that was on a beach where there was an oil spill might still have traces of petroleum in it.

Get a stiff brush and the rocks you want to use. Scrub them down well - very well. Rinse with lots of fresh water, soak them for awhile in a bucket with fresh water, rinse well again, and you're probably OK. Don't wash them with soap, bleach, etc, unless you go through about 10 rinses and soaks afterward. Even a tiny bit of soap or bleach is tough on some fish. If you want to sterilize the rocks if you think there might be bacteria or algae on them, boil them in clean water for about 5 minutes.

You can certainly add decorations to your tank. If you are using plastic plants you will need to weight them down or they will end up floating to the top. I don't suggest you use items found on beach as they may be harmful to your fish. Many items around the beach come from salt water and you have a fresh water tank. I suggest you purchase most of the decorations from a pet store as the decorations there are approved to use in the aquariums.

I would becareful with rocks from the beach as they contain salt that is not good for some fresh water fish. You may want to soak it in fresh water for a month to get the salts out of it. Change the water regularly while soaking it.

sure you can,but it depends on what type, your best bet is to go to you local aquarium store and tell them what type of fish you have because your fish can stress out if its a toxic decoration and die also if you have wild caught fish they will need hiding places aswellbecause they can stress over the little things that easy, aswell as live plant that are elodea or foxtail plants are good to have and some rocks are very good aslong as they are safe for the tank and fish,

Sure.
Use colorful rocks, hiding places for them to sleep and mate.
For a background paste or tape something to the back of the bowl/tank.

Walmart and Pets Mart for supplies.

yes but make sure you wash and scrub them throughly and rinse them well and then place them in the aquarium.you can put live bamboo in there too it looks awesome. You can put shells in too the fish like the shells from the beach if you can get them.
