Is she one of the triple-goddess ? Is she in the underworld ?

she is not a triple goddess as she appears half dead & rotting, half beautiful, She is the goddess of the dead, Her Kennings are many, because she was venerated by many northern european germanic cultures including the norse, scandiavian, saxon,etc. Hel is described as the daughter of Loki and Angrboða – a giantess – and thus Hel is a sister of the Fenrisulfr (fenris wolf) and the sea serpent Jörmungandr.
When Odin became aware of the existence of Loki's children, he banished them to remote places. Hel he cast down to her realm in the underworld and gave her authority over all those in the nine worlds who do not die gloriously in battle but of sickness or of old age.

Hel's possessions are described as thus:
"She has great possessions there; her walls are exceeding high and her gates great. Her hall is called Sleet-Cold; her dish, Hunger; Famine is her knife; Idler, her thrall; Sloven, her maidservant; Pit of Stumbling, her threshold, by which one enters; Disease, her bed; Gleaming Bale, her bed-hangings. She is half blue-black and half flesh-color (by which she is easily recognized), and very lowering and fierce."

But hel the place was not necessarily a place of suffering for all, only for the wicked. It was more a place of watching. Where the dead could keep tabs on thier progeny, and occasionally convene to communicte with them either through a Volva ( seeress) or a Seidrkona (shaman)

Hel was basically the Norse goddess of the underworld. And no, triple-goddesses is kind of Greek. Artemis, Hekate, and Luna. Hel was the daughter of Loki, and a giantess, and was often pictured as an old woman, pale, and ready to die.

She was the daughter of Lok; Hel, also known as Hella, Holle or Hulda, Her kingdom, Niflheim, or the World of Darkness, was divided into several sections. Murderers, perjurers, and adulterers suffered torment in a castle filled with serpents' venom, while the dragon Nidhogg sucked their blood. Those who fell in battle went to Valhalla and thus avoided Hel.

Hel is the Norse goddess of hell and also of fulfillment. Her name means both "hole" and "whole"
and she governs not only death
but also the process of birth and rebirth.
Hell was hurled down to the world of ice
in the beginning of time
and there she created nine dark worlds.
The bright god Balder and the power of the sun
descend into her misty realm,
but in the future Balder will be reborn and rise
from the womb of Hel like the sun in the springtime.
I am unaware of other names for her in the Norse mythology.

the goddess hel i believe is the norse goddess of the underworld she is either the mother or daughter of the god loki in norse mythology

She's the daughter of Loki, the Norse god of mischief/trickery. She rules the Norse underworld, which also bears her name. She lives in the Eliudnir, which is her hall located in the underworld.

In some of the stories she is the wife of Oden and rules over Hel. In the north only warriors that died in battle could go to Valhalla; all others went to Hel. It wasn't a place of torment like the christians made it out to be, and yes, this is where the word Hell of christians came from. Had to make this belief system evil, too.

If she is any way connected to the triple goddess, than she would be the crone aspect - often in charge of death, rebirth, transformation.
