Who do I contact to start the visa process?

Here is the website for US Visa's.
The person you want to come visit you has to start the process I think, and they can do so from the website below or from their local US Embassy office. If it is a country they need an invitation from, then you write that up and mail it to them to include with their application for Visa.

Tell them to contact their local US Embassy to get info about visiting here. Maybe they'll need a visa and the Embassy will tell them about the process.

Try anywhere that you can get a passport. I'm sure they will be able to tell you something.
