It's a phrase that people in the Marketing industry are well aware of.
You see, to attract attention to a product/service or idea, it seems that "sex", that is, anything that attracts some people sexually, whether it be a close up of people's lips in a lipstick add, a busty lady selling cars, a muscular looking male, a bikinin clad person selling anything other than bikinis, even a kiss and smile you deserve if you use a magic brand of toothpaste.....
that's what "sex sells" means.
Nothing to do directly with intercourse. Too many jelly brained people think that "having sex" is that mechanical stuff that goes in in the sheets.
We all have sex, even babies, however an advertising code of ethics would prevent advertising or promotions sexualising young children.
Why does sex sell? Sex is the appeal factor, the relationship, admiration, the need factor...that basic drive...that even makes a straight woman buy underwear worn by women who promote/wear it.

Sex is the prime motivator of people. When you try to sell something with sex, people want to be associated with the person selling.

Sex sells (anything) because people pay attention to it. People pay attention to it, at least in America, because the majority of the public is raised by the idea that sex is dirty, and everybody wants to catch a glimpse of something that they're not supposed to see. I believe that Europe is a bit different in that regard.
