Jacques Chirac- while france has fixed its own energy problems:ultra-clean nuclear, Jacques Chirac has proven to be incompetent in matters of economy(failing socialism), and defence.
Vladimir Putin and Chen Shui-bian have asended to power through less than democratic means, and are both borderline enemys with shady pasts.
Tony Blair- is very simular to our President Bush, and has proven the same confidence(recent plane bombing stopping, Afganistan/Iraq victory record rivaling ours(meaning very good) however he is STILL a BRITISH politician, and makes him unskilled in the American Arena
I would rather not see a forien politician in control of my country, but if I had to chose I would probobly settle on Mr. Blair

Jacques Chirac because he didn't support the iraq war and more upfront about it unlike Tony Blair and George W. Bush. I didn't picked Vladimir Putin because I think he is not a powerful or influenced leader while Chen Shui-bian is very authoritarian.

Geroge W. Bush.
He is not selling his country's dignity to a few contracts where the others like Chirac, Putin, and the Chinese guy are ready to sell even their a.s.s to the highest bidders. Blair was more or less the same in the same boat when Jack Straw ( the lover of Iran's mullahs ) was in the office.

Vladimir Putin because he seems to be a very calm man. He doesn't blab out stupid remarks and all of his moves are very calculated. He has a very strong grip, yet he is moving Russia forward. Russia is a land in chaos in terms of bribes and corruption, however, he understands every bit of it.
Putin is my first choice because when he came to power, Russia was a mess. He cleaned it up and the country is growing at its own pace. Blair and Bush each received a rich country and are slowly making it worse. As for Chen, he would be my second choice because his country is also flourishing, however, he has more resources (human) than Russia and unlike Russia, China's economic growth is based on the destruction of the environment.

George Bush or Tony Blair because he's not afraid to do something that might upset the others.
Lets suppose these particular people are countries. If someone were to slap Blair or Bush, they would puch them. If someone slapped Chirac, he would write a letter of complaint.

Chen Shui-bian because China has no political/religious interest in the Middle East, and can be objective. Helps that it is also a Super Power.

I'm afraid I would prefer old GW. Why? Because he has a concern and vested interest in what will happen to the USA. Besides, I would certainly not trust any of those other buzzards except for old Tony. Tony would be my only other choice.

I respectfully take my answer out of contention for best answer and here is why. Any of them except Tony Blare would run the U.S. better the George Bush, hell that yellow dog would do a better job. His is the most failed administration that I have ever seen in my 60 years.
