Does it get a point of the answer across to the person that asked the question? It is done to make the person that asked, the question to think about what he is asking. It is also done to clarify the question to the answerer.When asking a question it is not always clear to the answerer, what the questioner is trying to ask. That is why one who writes English questions have to write accurately and make sense what the question is concerning. So it maybe rude but it sometimes is necessary to do to answer the question in a correct and forthright manner.
