I believe this is dependant on the type of cable yo uhave coming into the house/business, T3 or T1 are larger than a normal cable that comes into your house for broadband internet. You have to pay much. much more for a T3 or T1 connection.

You can't unless you pay for them.

The cable company uses a T1 or T3 and then splits that bandwidth across all it's customers - you will never even approach the bandwidth.
