I'm not a man, but I think that tie tacks should be reserved for suits only. A tie tack without a jacket over it looks strange to me. But when the man has on a nice business suit, or other formal suit, they can give a very polished look. Like when his belt and shoes match, it can just complete the style.
Men don't have a lot of options to accessorize the way women do. I say we shouldn't sneer at one trying to look good by adding something to their clothing.

I've always figured when wearing ties the more conservative the better. The Three Stooges or Star Trek designs with a football pin or whatever may be o.k. for casual day at the office but for something formal like a wedding or funeral your best bet is too go with a more conservative style of tie with no accesories.

Tie tacks were never really in (unless you are edwardian and wear a stick pin). Remember, tie tacks are Tack-y!

THAT depends on the guy and what he likes to wear! Its a personal thing!
However, cufflinks NEVER go out of style.
