It depends on the situation. If you're talking about improving the quality of life for someone who is bedridden, that's different than improving the quality of life for the average person.
Average person; I'd say to put things into perspective. Don't stress about things you can't do anything about. Sometimes, you just have to give it to God (and no, I'm not a religious fanatic). In a nutshell, don't sweat the small stuff. If you don't have all the minor negatives clouding up your perspective, you'll find it easier to notice the good things in your life.

At the risk of being flippant about a serious matter, start with the fact that we all die sometime. When you die, what do you want people to say about you? For what do you want to be remembered? What would you like to accomplish in whatever years you have left? What steps can you take to get started on that today? You're never too young to think about what you'd like to leave behind when you go from this life. Don't be morbid about it; it's always been true even when you weren't thinking about it. It's just the plain truth: we all will die. Plan for it but don't dwell on it.
I guess this is just another way of saying "be sure you have a purpose in this life and are actively working toward it, not just talking or thinking about it."
On a smaller scale, when making non-life-changing decisions, I often ask myself what I'm going to wish tomorrow that I'd taken the time to do today. Then I do that. It works.

Wake up at six, go for some exercise, have a good breakfast and start the day on a better note. Watch your diet and eat nutritional food. Have meaningful relationships with desirable charactors. Save your money well and do not enter into debt.
I personally do the following below:
Wake at 6 for a 5 mile jog and stretching exercises. Have cereal, juice, banana, apple and orange for breakfast. start work at 7.30am. Have a good lunch of rice/noodles with vegetables. Finish work at 6 and DO NOT bring work home. Have a light dinner with my GF and family and talk about interesting issues and future plans. I either catch a evening show or surf the net for my hobbies or meet up with friends for a chat or window shopping. Then have some good lovemaking and sleep by 11. I also save 60% of my salary so I do not have any financial problems and totally debt free. I live with my family and save $300,000 on a new apartment. I take public transport and save $70,000 on a car. I have $40k in savings and I am only 24.

The absolutely best way to improve life is first to live in peace. When you are at peace all things seems easier to bear. Even if you are poor in possessions and you can manage to be living in peace then you feel richer than most.

The best place to start is on yourself. If you've been overeating, stop. Start eating healthy portions of healthy food. If you've been feeling lazy, GET UP. Make your bed. Take a shower and care about your appearance. Clean your house. Wash your car. Pay your bills and get to work on time. Once you start taking care of yourself, your quality of life will skyrocket!!!!

To live a life of purpose. Mother Teresa had a high quality of life, though it did not appear to be so to American culture.
