The fair market value is whatever someone will pay - the best way is to look for "comps" or comparables, houses that are similar in size and style in that area. Sometimes there aren't many comps because it's rural, or the house isn't "standard" for that area.
If a house is listed in MLS, you can't "tell" per se, but if you look at the MLS number, they're assigned sequentially, so if the MLS number is 29583985829, and a brand new listing is 35928582958, then you know that house has been on the market a LONG time.
If it's FSBO (for sale by owner), there's no way to know, beyond looking for the obvious (if there's snow on the ground in the picture, probably been on the market since last winter).
Many people drop a listing and relist to get a new MLS listing - the way to find that is to look through expired MLS listings, and see if you can find that house - people might be smart, but others are smarter!

If it's listed with a real estate agency your agent can tell you how long it's been on the market and they can do a market analysis to help you determine a fair offer.
If it's a FSBO the only thing you can do about finding out how long it's been on the market is to ask the seller.
Be sure to have your own buyers agent to represent your interests in either a listed property or a FSBO.

some MLS will have the information, but not normally. You would have to call a real estate agent to find out.
as far as market value, you can check your county tax records (most have online versions)

It's hard to REALLY tell because sometimes the seller may take the house off the market for awhile and re-list it, getting a fresher date.
