It kinda depends what kind of lawn youre doing. If its a warm weather grass, like bermuda, I would only seed it in the LATE spring. Doing it in the fall is too close to its dormancy period and it may not get the nutrients it needs before it goes to "sleep." If you do it in the later summer early fall, its still so hot youd basically have to water 24-7 to get any kind of established lawn. A cool weather grass like fescue or rye can be done in the spring when theres no more possibility of frost or in early fall. Its good either time of year. Just make sure you use a good starter fertilizer.

If you are in a zone where you have cold winters, fall is a good time. You might not want to wait until late fall because you want the seeds to be up and growing a little before the really cold nights come. Be sure and keep it watered and do not let it dry out. That being said, I did throw seed out in late Novemeber once and just let it get snowed on and the grass came up really great in the spring. If you are in a zone higher than 5, I can not give you any advice. You can always talk to the county extension office for the best advice for your area.

In zone 7 now is the time. Sept is the perfect time to overseed and to fertilizer. Just don't do the two at the same time. Wait a couple of weeks after reseeding before you fertilize.

Growing up in an era when kids still helped do yard work etc, we always sowed grass seed on top of a snow nearing the end of winter/early spring. The same with lettuce Valentines Day no matter what. !! Snow rain, sleet, hail or sunshine. Seeds must get planted.

early fall is ok but early spring is best because the roots have all spring and summer to establish before the cold weather therefore lawn will be healthier in the long run

Oh, I wouldn't do that. If your lawn ODs it'll have to be rushed into the hospital and that's never fun.
Just give the recommended dosage.
