I would say it depends on what your sump pump was pumping, mostly rain water from the basement and if it wasn't too murky or stinky and depending on the size of the rug. If you can fit it in a washing machine, then give it a whirl. If your really like the rug, call a carpet cleaner place and ask their advice and how much it would cost. If you feel it's not worth the effort then through it out.

If it doesn't have any sewer water on it and you caught it early before it sat around and got moldy you are OK. I am assuming it is a rug like a throw rug small enough to pick up and take outside. Get it out and hose it down. Let it dry in the sun. if it looks OK after it dries you are all set.

If it is wall-to-wall carpet with backing under it fastened to the floor you have a big problem. That is usually impossible to get dried before it starts to rot and get moldy. Throw that rug and backing out for the trash.

Leave the rug outside to dry for a couple of days if there are no stains. Otherwise, trash the rug.

I would get rid of the rug because mold will develop which could make you feel sick.

throw it away, even if you get it clean, evertime you look at it you will think about the damage.
