You reach level 2 and up by answering questions and voting for the best answer. Answering a question gives you 2 points. Voting for a best answer gives you one point. Look here for the point system:

Level 2 you need 250 points.
Level 3 you need 1,000 points
Level 4 you need 2,500 points.
Level 5 you need 5,000 points.
Level 6 you need 10,000 points.
Level 7 you need 25,000 points.

Basically you get points by answering questions and spend points by asking questions. The link below provides more detail and and lets you know how many points it takes to get to each level.

Look under "Related Links" to the Left of the main box. You'll see "What's happening in Yahoo!" (or something like that), click on it and you'll find all the info you need.
