Whether or not you realize it, you've answered your own question twice.
1) The thermostat setting for 60-65...is cold!!! Raise it to 70 (not to mention you'll save on the power bill by reducing the air conditioning demand)

2) You have heaters. As backward as it sounds, that makes the office colder. How? The hot air made by the heaters warms the thermostats. The thermostats think it's too warm and tell the central AC system that the office needs more cooling. The building's AC system WILL WIN...and that's what you're observing.

The solution is to raise the thermostats' setpoints to AT LEAST 70...72 would be even better. Also, get rid of the heaters. The people will fuss initially, but when they're gone, you're not wasting electricity on heaters and electricity on the AC fighting them.

In most cases from my experience in the past... there is usually one or more over weight persons in the work area who require lower temps due to seal like blubber on their bodies in order to keeping them and only them at a comfort zone. Therefore acting on selfishness towards the majority of others. They will go to all extremes in maintaining the thermostat, because they will be the first in sensing one degree over their body temp. and responding very quickly by turning it back down if someone tries to re-adjust.

Computers work extremal well in 69-71 degree temps... any lower can cause condensation problems and harm the computers.

That is my office!! Except, the men in the office love it that cold. I always have a sweatshirt on, even with a skirt! And, I have a blanket in my desk for when my feet get cold!!

OMG....you must work for the State of Florida. It was like that when I worked there. Part of the reason is because if it gets too hot, the computers will shut down.

i wish i was in your office......its always so hot in mine and we have fans on.
