It would be theoretically possible to build some kind of facility on the moon where you could skate indoors, but it would be expensive and difficult for astronauts to construct--they'd have to export air, materials and infrastructure from Earth, and they'd need to build a structure that could withstand the extreme temperature changes on the moon--I think there's a difference of about 400°C.
For skating outdoors, a smooth outdoor surface would be needed, and not only would you need a rugged spacesuit that wouldn't rip from wear and tear, but you'd need a faceplate that wouldn't shatter if you fell, and a custom-built skateboard specifically designed for lunar conditions. At four hundred degrees above absolute zero, I would imagine polyurethane--particularly the softer variety designed for skating on asphalt--can get real soft.
Given today's technology, though, I don't see that kind of construction happening on the moon any time soon. Besides, we have not returned to the moon in over thirty years. In the 1970s people were predicting or at least envisioning that we would have one or more space stations built on the moon by the middle of this decade. But that hasn't happened, mostly because NASA and other space agencies have been mostly concerned with learning about how people can survive for long periods in weightless conditions--we can't go to Mars, for example, except via probes, without those questions being answered because we don't yet have the propulsion technology to travel at warp speed.

Yes,but you'd need some specialised equipment : 1) A spacesuit borrowed from NASA. 2)Metal wheels for the skateboard (rubber wheels would disintegrate in the vacuum on the Moon.) 3) A large sheet of metal to ride on. 4) 10 billion $ for the trip there and back !

Do you realise how thick the dust is? And even if you could you'd probably go into orbit at any high speed. Mind you that would be no bad thing with some of the young fools who are using skateboards in my area!!

Probably not because your skateboard would float but even if you got it on the ground it probably would not move well because of the sand.
