I have tried holding down right and left key on the dotted line to move it...doesn't work..task bar is not locked. It will not move, seems to be locked in that position of the screen, even though in properties it shows unlocked.

You just left-click on part of it that has nothing on it like an icon or something and hold down your left mouse button and then move the mouse to the middle of the screen and to the edge you want it at.

placed your mouse over the activity bar and then stunning click. be certain that lock the taskbar does not have somewhat verify beside it. If it does not then left click and then carry it and drag it back carried out to the backside. right click a empty part and unlock it
then drag it to the bottom ,then relock it
