I have tried holding down right and left key on the dotted line to move it...doesn't work..task bar is not locked. It will not move, seems to be locked in that position of the screen, even though in properties it shows unlocked.

You just left-click on part of it that has nothing on it like an icon or something and hold down your left mouse button and then move the mouse to the middle of the screen and to the edge you want it at.

right click a empty part and unlock it
then drag it to the bottom ,then relock it
