It's her personal preferance, what she wheres and where. I've seen her in shorter skirts on other channels and celeb events.

No, she wears a short one when she has to wear a uniform. I think it's the ones you watch must be that. Nope I don't no why, maybe she prefers longer or something like that.

i think she wears them because she has gained a lot of weight. or maybe she is trying to protect her image as a good, disney girl.
