As you state, he was talking about people who serve in the government, not civilians.
I think using DOD funds improperly is something that can do a lot of damage to the morale and troop strength and endanger their lives.
If it were ever proved that a member of the U.S. government had used government funds in any way for personal gain, thus undermining the military, would you suggest they be arrested, exiled or hanged?
What exactly did Lincoln intend?

There is a difference between a civil war being fought right here where Washington DC was basically surrounded by Confederate sympathizers and an illegal war not declared by Congress where the USA is arrogantly butting into someone else's civil war because certain powerful men want to control oil resources, and Linciln would never have taken us to Iraq. Never ever think of Lincoln in the same thought as Bush again.

I know a little about Lincoln, the man that allowed & welcomed citizens into the white house, the man that agonized over the deaths on both sides, the man that spent days in hospitals with the wounded, the man that wrote the gettysburg address and pardoned countless condemned men can in no way be compared to george the monkey bush. The press is there for a reason and that reason is to report un-biased information that pertains to the masses. As for the congress-people they sould not undermine the people they are in charge of.

That quote was falsely attributed to Lincoln. He never said it. No, it doesn't apply to the press. Look up Thomas Jefferson's quote about free press. Still rings true today in spite of the left leaning bias in the news media.

It is not applied to Congressmen, so it doesn't matter what Lincoln said. It is not applied. If it wasn't for the press, where would we hear any of the truth? Unfortunately, the press fails to report all of the truth.

The press is allowed to divulge secrets (commit treason). But, the first amendment won't be around very long if they constantly do that.

Sure it should apply if you want to regress back in time and lose all sense of progression. While you are at it, why don't we bring back the 'rule of thumb' rule where it was ok to beat your wife as long as the stick was not thicker than your thumb?

FYI, no great leader has ever been perfect.
