I owned an apartment in California. I believe statue of limitation is two years here. I understand lawyers won't touch it, but can a person still file a suit in small claims court? Or will they look at the date of incidence and throw it out?

Some courts will still accept the claim, since they don't pre-screen small claims submissions, & then the judge may throw it out at the time of the hearing.

There would still be a state of limitations even for Smalls Claims Court.
