Good for you for trying to get control of your eating habits before you get overweight! The biggest thing for me on cutting down snacking is every time I want to snack, I do something else instead that DOESN'T involve eating, because a lot of times, people snack because we're bored, not hungry. I've taken up knitting, which keeps my hands busy so I don't snack--any sort of hobby you can think of like that is good. Just something to keep you distracted.
And if you DO get hungry, just try healthier snacks. If you want something salty, try vegetables, like celery, and some sort of dip or peanut butter or cream cheese.

you can start by eating 4 to 6 small meals a day. this will help curb your apatite. Your meals should start with a health breakfast and then a small snack before lunch. Then Lunch and a snack before dinner. Your dinner should be big enough to hold you through the night, but not to big to the point of stuffing yourself.
Try not to eat after 8pm. If you get hungry at night - dry drinking a couple of classes of watter relatively quickly. this should help fill you up. IF you are so hungry you cant function - have a small portion of fruit or dry cereal.
also - stay away from pop[soda] and fast food!!!! try to eat almonds instead of chips. have fruit , yogurt or granola for your in between meal snacks. Eat plenty of Chicken - Spinach - Tuna - 100% whole grain bread and cereal.
Stay away from drinks and products that have High Fructose Corn Syrup!!! this is the #1 killer of diets.
The best way to lose weight and tone your body though exercise is to vary your speed and intensity throughout your work out.
A good work out would be to jog a mile away from your house - then on your way back, sprint a block and walk a block... do that all the way home and stretch out.
Get out there and be active. walk or ride a bike. Staying active 3 - 6 times a week and eating right will render the best results!!

In addition to everything AJ said (good answer dude) try having plenty of gum if you find that you are snaking when you aren't really hungry.
Eat breakfast. Eating breakfast within two hours of waking (the sooner the better) tells your body to start working. Your metabolism kicks in for the day, so you can burn calories better doing your every day routine.
Drink lots of water and milk, only a minimal amount of juice, and nothing junk. The extra liquid can help fill you up so you aren't so hungry at meal times, so you eat less. Those extra trips to the potty burn calories too. hahaha
Avoid any pre-packed foods and boxed dinners. They contain high amounts of salt. The salt we use is iodized salt. Iodine slows the thyroid, and the thyroid helps to control your metabolism. Salt = Slow metabolism.
In addition to killing a diet, high fructose corn syrup can't be absorbed as well as other sugars. Glucose can be processed by every cell in your body. Fructose can only be processed in the liver. And only a very small amount per day. What can't be used is turned into fat and dumped into the blood stream to be distributed throughout your body.
If you don't do much during the day to stay active, school or work has many people sitting a lot, then every day do some cleaning or chores on the days you aren't exercising. You should only be doing heavy exercises three to four times a week. More can actually be bad for you.
When you get ready to exercise, try to make sure that you are exercising your entire body. There is no way to target one area. If you have fat in your thighs, you have fat other places too, even if you don't notice it. Cardio is always a good idea for anyone, no matter why they are exercising. Try aerobics, step or normal.

Make sure that you have a lot of healthy snacks around the house. Get rid of junk food, and replace it with fruits and vegetables. That way if you snack, you don't have to worry about gaining weight.

If you must snak do it but replace all your junk food with fruit's or low cal snak foods. You dont have to stop eating and go on some dumb diet to stay thin just change what you eat and get some exercise in between, that's all.

you sound like a grazer thats ok. just make sure yr snacks are all low calorie or healthy with exercise youll be ok. read more on healthier eating and exercise on this site
