Make a time program so he\she can only play for a certain amount of time and if he does not listen then tell him you will take it away.If he still does not listen take it away from him for a very long time or forever. It will show him that you do not make empty threats. I am kid and this is what my mom did. She even threw away some of my toys once. I listen all the time now.

Tell them that if they don't turn it off in ten minutes that you're going to take the games and consoles(that includes game boys, nintendo ds's, and every handheld game console) and keep it until they stop whining for at least 2 weeks.

Try my mother's technique. When you want your child to stop playing video games and do something else, you do this. Example: "(Child's name) Go Read!" If the child ignores you and 5 minutes later he/she is still playing, you tell them to go read again and then say "Last Warning!" And if he/she still ignores you, you turn it off, unplug everything, and then hide the game. They are officially grounded for whatever langth you want.
Or you an just do the simple count to 3 trick for the younger ones.

Take control and turn it off yourself. Let tehm whine. Ignore it and they'll get tired of whining as it won't be doing them any good.

My mother doesn't have to tell me to turn them off. I turn them off myself after anywhere from 15 to 45 minutes because i just don't see the point of playing them hours on end.

tell them no games, and if they still don't do it, take away their consoles. after that, give them more healthy options of activity, like a bike ride through the trails for example.

You are the mother here , you decide not him , he must have certain tabled days , from xx:xx to xx:xx he does this and from xx:xx to xx:xx he does that , if he doesn't commits with the table .... simply he's grounded
