I do not believe state and local agencies are required to have ID cards. I have been working for a state agency (2 different agencies within the state) for 12 years and have never been issued or offered an ID card or any type of identification badge.

Probably. Most places are using ID cards now, hospitals, airports, cable companies..... they're pretty common.
