I was a Deputy Sheriff for 10 years, and once booked into custody the person is allowed to use the pay phone. They can call anyone they wish and usually they are allowed to make as many calls as needed to arrange bail, make arrangements for children-whatever. It depends on how busy the booking office is and how the inmate is acting.

It's all a game.
You're supossed to get a phone call,but you may or may not get to do so,depending on how busy they are,and what you're charged with.If you're picked up for something silly (like a charge that won't end up with anything more than a fine or probation) they might just stick you in a cell and forget about you until they're ready to release you.They'll just wait until your court date to see you again.Unless you're a minor.Then THEY make a phone call to your parents.
They're probably too busy dealing with people who have major charges against them who ARE going to get to the phone.You see....they want to make sure that they give due process to those who they really want to put away.People with major charges (who are looking at jail time,or worse!) hire lawyers who look for slip-ups like that.So they're going to cross their T's and dot their I's with those folks.
People with minor charges,on the other hand,might not get the same treatment because the cops know they probably won't hire a lawyer because it's just easier and cheaper to deal with the fine and the slap on the wrist.Unless they see that person is obviously rich,and would hire a lawyer just to get back at the police.
