Either A: buy a laptop and get a wireless Internet card and park in front of peoples houses or businesses with wireless access, or stick to that dial-up. I won't even mention dial up as option B, that is forbidden.

no because if DSL is not available in your area, then nobody around you has it for you to "jack". Because it runs through the telephone system, you would have to incercept a telephone line that carries a DSL capacity, which you said it does not since it is not available. Therefore there is no way for you to "jack" it. The only internet signal you could steal would be a wireless broadband or by routing a telephone wire to your house and having someone's dial up username and password just like DSL.
Its like 17.99/month, your a cheap son of a b*tch if you have to resort to stealing.

No. Not without inside help. If dsl is available, it has to be lit up from the ISP side. Most dsl providers do so by mapping mac addresses. That has to be done internally. Even with the line to your house and dsl available from the phone company, there's no way to hack in without someone on the inside lighting you up.
If dsl is not available in your area, it just isn't. The infrastructure just isn't there. Sorry dude. No joy.

If you have a wireless card on your computer you can just search for somones network and use it.. but it may not always work
but there is no way to "steal" the actual dsl line
