Visas have always been required; England deports US citizens back all of the time when their Visas expire. Additionally, if you're Mexican, wear a straw hat, and carry a shovel, you don't need a Visa. The shovel surpasses that. I know, because I see that kind of thing happening all of the time in Arizona. Just head over to the corner of Gilbert and Broadway in Mesa, Arizona at about 8am, and you'll see about 150 Mexicans without immigration cards, waiting for a ride to work.
