The mayor of a city in crisis doesn't want citizens that think only of themselves, but this mayor would be unwise to think they don't only think of themselves.
People given an opportunity to preserve themselves and help others -- will help others, even if it just to look good to others. It is the job of the mayor to be the leader that provides that opportunity. Mayor Giuliani did that when he walked up the street in New York on 9/11 and talked to the media about how great the people of his city were.
It is difficult in a crisis to move people from survival mode to a place where they are able to provide help to their fellow man, but it can be done by a good leader.

That attitude would have saved hundreds of lives in New Orleans. The people who died sat on their lazy butts and waited for the Mayor and George Bush to come and personally save them.
With the two days notice, they had time to be clear up on I-12 before the hurricane hit.

It already is like that. Most people will see someone who obviously needs help on the side of the road and not stop to help. Unfortunately their first thought is, " I don't know this person/people, how do I know they are safe." Even more unfortunate, these same people might be stranded one day and as the people are passing him/her by they do not consider their own thoughts but think, " Why won't anyone stop to help me?"
I try to help out most people I see, but like everyone else the selfish question lingers at the back of my mind occasionally preventing me from helping someone because of what could happen to me.

There are always fringes who think like criminals regarding their own needs ahead of others. its going to be every man for himself when it does happen. those arent prepared are going to go on the rampage for food and water. they are going to fight for what they need. they arent going to respect who was mayor or who was law before. they are going to fight for their basic needs and get them or die. they know that and so should you because you will be doing the same thing.
