That is because the Microsoft Updates aren't programs, they are changes in the Operating System (OS).
A program that is already part of your Operating System runs the updates. The updates add things to the OS. In MS Windows 2000 you don't have a way to make the mouse automatically go to the OK button so you don't have to move it and can just click on it. You can do this in MS Windows XP. That is an improvement in the OS similar to an update.
To remove an update will breakup the OS and prevent it from running completely; so Microsoft doesn't store the information on how to remove the update. Microsoft doesn't want to since the update fixes mistakes and adds functions to the OS. It is an improvement to your existing OS so they don't want you to remove the updates.
The only way to remove an update is to reinstall the OS, a clean install and then NOT include the update. However, most of the time the updates fix bugs in the OS so I wouldn't recommend trying to remove an update.
Don't worry about the updates not being in the Add Remove Program section, they don't belong there. If you try to remove an update you can mess up your computer's OS, which will require a reinstall of the OS.

If you list your updates in Add/Remove Programs and they are not listed then go to Microsoft Updates and check the Update history. They might be listed as not being installed due to a problem.
Try to install the updates with the normal process first. It it doesn't install the copy the Update number and paste in the search bar with the word download. This should bring up a list with the download page in the 1st or 2nd item.
If this still doesn't work then go to the update history and click on the update. Now click on the MS support link. Help for update problems is free.

At the top of the Add/Remove Programs Window, Make sure "Show Updates" is checked if you are on Windows XP.

In Add/Remove Program there's a check box at the top that says "Show updates"
Something else you can try is to go to http://update.microsoft.com/ and look at the left side for a link that says "Review your update history"
