Hurricans are named alphabetically with the first one having a name starting with A on to Z. There is a list of names already set up. In fact there were so many hurricans last year that they ran off the end at Z and had to start another plan.

I don't think it's all that complicated. They start at the beginning of the alphabet and if the is a name that they haven't used in a while, they go with that. Of course they alternate sexes so as to not create a problem with calling them only women's names like they used to.

they made a list of names, each hurricune DONT get a name, it depends on when they appear/arrive and what is the next name on the list, that name will be assigned to the hurricane.

they have a list to choose from, they reuse the names if it wasnt a major storm, for example, katrina was used once before about 20 years ago.

i know everyone is a boy or a girl, and it goes boy, girl, boy, girl for each one that comes along. And of course, they go down the alphabet to name them too.
