Like Project Lava 76 and Luchan mentioned, female is the default sex, so when we're born everyone is female. that's where the nipples come from. It's not until six weeks later when the male chromosome starts forming all of the male parts.

essentially, all fetuses are female. Its only when the Y chromosome is introduced does the fetus turn male. This Y chromosome does give us different glands and some system modifications, but somethings just stay the way they are, like nipples.
