There is not really a dividing line. It depends on where it is created. The naming goes as:

hurricane: (the North Atlantic Ocean, the Northeast Pacific Ocean east of the dateline, or the South Pacific Ocean east of 160E)
typhoon: (the Northwest Pacific Ocean west of the dateline)
severe tropical cyclone: (the Southwest Pacific Ocean west of 160E or Southeast Indian Ocean east of 90E)
severe cyclonic storm: (the North Indian Ocean)
tropical cyclone: (the Southwest Indian Ocean)

The International Date Line or 180 degrees longitude. Western Hemisphere in the Pacific has Hurricanes, the Eastern Hemisphere of the Pacific has Typhoons.
Hurricane Ioke just became Typhoon Ioke since it went west across the date line into the eastern hemisphere.

A hurricane and a typhoon are a practically the same. Hurricanes originate in the equatarial regions in the atlantic ocean or caribbean sea traveling north, northwest, or notheast from its point of origin, and usually involves heavy rains. A typhoon occurs in the western-pacific or indian oceans.
