I will have to say both the Pacific and Atlantic oceans.
The Columbia River (runs in Idaho and Montana, both Rocky Mountain States) empty into the Pacific Ocean.
However, Wyoming is also a Rocky Mountain State and is located in the northern Rocky Mountain section of the western United States. Running from the northwest to the south central border of the state is the Continental Divide. Wyoming's rivers are divided by this uprising, where rivers on the east flow to the Missouri River Basin eventually meeting the waters of the Atlantic Ocean. Rivers on the west of the Divide eventually meet the Pacific Ocean while flowing through the Columbia and the Colorado River Basins.

I believe that some of the rocky mountain states have access to both the Atlantic and Pacific Oceans. The Pacific Ocean has access to the rocky mountain states through the Columbia River, and the Atlantic (via the Gulf of Mexico) has acces through the Mississippi River and Missouri River.

None. The rocky mountain states are just east of the most western states. There is no ocean there.

The rocky mountain states are INLAND.
CLosest ocean is Pacific .. but you gotta go through the western states (that would be oregon, washington, and california) to get there.
