Just came back from a trip to Raystown lake in the rain had a couple scary moments driving, such as the front brakes locking up and then having no steering, which was pretty exciting, and also had the pleasure of experiencing hydroplaing at about 60 mph ,which was also exciting to say the least, was wondering if maybe I have too much trailer tounge weight and if so how do you change this?

Yes the truck is 4 wheel drive and it does have ABS but not sure if it's all wheel or just rear wheel

Check and see if you can get a "weight distributing" hitch. This will transfer some of the weight to the front axle. Also, I would look into "surge" brakes since it it a boat trailer. Electric trailer brakes don't fair to well after you launching a boat. That pesky mixing water with electricity thing.

First if you have full size Bronco 3,500 pound trailer should not be a problem.

But could install extra springs in rear. Problem with Bronco is they are such short wheel base.

No real answer if you move axle forward trailer might sway towing from too much weight in back. Could get longer trailer and slide tounge back but then not real safe.

Best bet buy a 3/4 ton truck with long bed

The "tongue weight" is essentially 10% of the total weight of what you're towing. Hitches are rated for maximum tongue weight, so in order to get more tongue capability, you have to move up in hitch class.
Your problem may be more complicated. There are various other weights to consider. You should check the guide that is usually on the inside edge of the driver side door or doorjamb.
The problem can also be with your braking system. do you have ABS? is it a 4X4 vehicle?
You don't indicate how experienced you are with this vehicle. You might need a refresher on how to pump your (non-abs) brakes and other driving techniques for towing.

You really need brakes on this trailer, as well as a brake control for it in your cab. I assume you don't have them since you never mentioned it.

When you slam on the brakes, the trailer tounge weight will be magnified.

easy answer - move the boat back on the trailer

hard answer = move the axle forward

make sure you keep 10% of the overall weight on the hitch
