Because some cultures are not like us. The don't view something like that as important. Nothing wrong with it.

well, wherever you heard that from, you were being lied to. a lot of women don't shave their armpits and/or legs in the winter time, cuz they're not being exposed. and there's also some women who just prefer not to shave even when they are being exposed. why, i don't know. but you can't make such an assumption about an entire culture.
