I think if you are going to find a drunken sailor, it should be in some exotic locale...and we don't have to limit the sailor to being only military...maybe the sailor is a pirate, a trader, or just out fishin'! I'd start by looking for boats...............

A drunken sailor should be easy to spot and just as easily taken advantage of.

Any cheap bar by the docks. Once you've found him you're going to have a really hard time losing him again....they stick like burrs!
