Yes. he can be the father. The child can have three possible blood types: A, B or AB. So, yes since the child has a blood type of B and the father is A, he is still a possible paternal candidate.
In the website below, there is a sort of chart in the middle of the page that shows in a chart what possible blood groups the child can have. Quite clear.

yes the child doesnt alway have the fathers blood type !!! The reason i know this i am a lab tech in a hospital!!
