Sound like you are doing everything right. Teenagers skin can be very difficult to manage, with everything that is going in in their bodies. I would just keep doing what you are doing and eventually your skin will settle down.

You might be over stimulating your pores. The steam is not a good idea if you are wanting to slow down the production of oil on your face.
Don't scrub your face hard, or rub it hard with a washcloth. Just gently massage the soap over your face and then rinse with body temperature water. Water that is too cold or too hot will cause your pores to freak out.
The dirt that is rising to the surface is from oil production deep inside your skin. The way to slow that down is to
1. do what I said above and
2. Try not to sweat (Yeah, I know that is hard in gym class) and 3. use products that won't over dry your skin forcing your skin to produce more oils to compensate for the dryness.
Another Tip: Try getting some RICE PAPERS from the drug store. Pull one out periodically through the day and pat your face dry. This will remove a lot of the oils and dirt that have built up during the day.

Stress and oil. Oil from your hands or another's on your face will cause it easily. Any fried or greasy foods of any kind. The cleansing procedure you use is great. The best thing to always remember is the COLD water wash... that's what closes up your pores and keeps them tight. Good luck!

You are washing with the wrong thing. Use something that is made for problem skin. I don't know if that is what is going on with you but, it should help with the problem. If your skin is dry, get a cleaner and a moisturizer for dry skin, cleaner for oily skin and if its both (oily in some spots and dry in others), then get it for combination skin. That should work. Make sure that you wash it first thing in the morning, when you get home and before you go to bed.

wash your face the minute you get home and when you wake up in the morning. use a blackhead reducer/preventer and all that. just make sure your face is clean in the morning, then no problems should arise later in the day

Do you get stressed at school? Someone told me (I have no idea if this is true or not) that stress can make your face break out. If you do get stressed, maybe you should find some relaxation technique that you can practice anywhere when you start to feel stressed.
If it's not stress, then I'm sorry....that's all I have.

It's probably the heat, or sweat caused by stress.
Use make up. Boys are allowed to use ligth transparent makeup to seal the shine off and prevent stuff like this. Try Olay's Shine ender transparent pwoder, you can get it at any pharmacy.

go to ur local dollar stop n get this stuff called clear zit its only a dollar and use it 2 times a day it will keep ur face clear and use some of that oatmeal acne bar too but use some good females skin repair lotion on ur face to keep it moist n not all dried out (i know ur male but this stuff will keep u lookin good trust me)

Facial scrub. Something prescription. Do you scrub your face? Your secretion glands are overworking. Maybe see someone like a dermatologist about your problem.

yo man im having the same problem, but what my parents and siblings are telling me is taht it just happens and sometimes you can't get aroudn it. also stress. if you're asian, like me, your body will naturally produce more oil (it helps me look younger as i get older) which in turn will produce more acne. just keep washing your face and stuff.
