don't worry, because he will probably be fine. His shell condition in due to poor lighting and/or diet. You need to buy a heat light and UVA/UVB light for him ASAP, and start feeding water plants, minnows, and floating food sticks. If you were feeding it lettuce, that might be the cause.

If the skin has come off and it is down to bone, it should be looked at by a doctor- there are many forms of shell rot that would have called this. it can be treated and the turtle can be OK but it should be seen by a vet.
If it is a mildew growth, fixing the cage conditions and putting some copper in the water can help.
Actually, pretty much anything that causes a white shell should be looked at.

Change the water. If too much algea grows in the water, your turtles shell will become soft and it will die.

try feedin it something like lettuce or bananas. im not crazy, my turtle loves banana and she likes lettece. if those dont work then by like turtle food for it or even if its a water turtle use fish food.
