How would one go about finding out who a web master is of a site?

You can sometimes find out who owns a site by using the Internic service. It isn't foolproof, however; some registry companies allow "private registration" of a site - the company uploads its information and maintains privacy of the individual who pays the bills. Check the link below, put in the domain name, and fire away. Good luck!

All websites won't mention there webmaster, if they do it is usually in contact us or at the end of the main page!!!

usually webmaster have an email address like:
webmaster@domain.com
