First off, if this is your BS degree, do not go to NYU. I would never think of paying that much money to go to a private school, if it was my BS. But, if you're serious about medicine and passionate about it, I would say finish your BS at an affordable state or city university, survive four years with a good GPA and then aim for NYU. NYU is much more worth it when you go there for your postgrad. Of course, if you have scholarship to go to NYU, then go ahead.

Get brochures for every school you're interested in to get an idea of campus, student life, etc.
Research the cities/town on google to find out if the costs of housing, etc are within your limit, as most people prefer not to live in a dorm the entire length of their careers.
Perhaps you can hit two birds with one stone and go to one of your choices for undergrad and another for your graduate work. (It's preferred by most schools and professions that you go to different schools for undergrad and grad for a variety of teaching, ideas, etc.)
Also, check the out of state tuition- how much will your scholarships pay for and how much will be left to you and your parents? Remember also that books are very expensive in college.
You can also determine which of the colleges that you're interested in are better than the others by looking at multiple college ranking sites- search google.
One last thing- I'm from Texas where we can occasionally study for mid-December final exams by a pool with some sunscreen, I've never been to Virginia, but I know that NYC is COLD.

The good thing about VCU is that it does have the Medical College nearby. Also, the biology/life sciences department there is excellent, I've heard. I don't know anything about their business program, though. Maybe someone could tell you more about it.
NYU might be a stretch to get into, with your SAT scores as they are now.
Virginia Tech and JMU are great schools, too.

Virginia Tech sounds good, but with those grades, it sounds like you can apply for a lot of more schools than that!
