Pull up the carpet and replace the padding . If it still wet put carpet blower under the carpet and it will push air thru the back of the carpet . Before reinstall the padding treat the concrete to kill any mold . Carpet Cleaner companies use a product similar to febreze . The water leak will leave a calcium film on your carpet . So when your done you need to steam clean the carpets .

after you have either replaced or steam cleaned /shampooed the carpets, put a dehumidifier in the room for a few weeks to really dry out the entire area and get that lingering dampness before it starts to smell bad

Rent a carpet cleaner and thoroughly clean the carpet with shampoo. Then go back over it using vinegar in the machine.

Scrub the carpet with dish washing cleansing soap and water in a bowl, and a hand brush, rub dry with a towel. circulate away a huge towel over it until eventually finally dry. circulate away window open and ventilation fan. as quickly as carpet is dry sprinkle some drops of carpet colongue on it. Will smell great!

open the windows and get some apple cider vinegar(brownish) and mix it half and half with water in spray bottle. soak carpet and work in with broom, let dry(keep airing out the vinegar smell, cause it will fade while drying) and when really dry vacuum to make soft if it gets still. I have never had to do this more than 2 times. hope this helps.

Buy a carpet cleaner that contains baking soda, it will absorb the smell.
