cut the sides of your shirt on both sides.
now tkae the part you cut and cut little slits in it on both sides about an inch or two inches long all the way up the part you cut (up to the armpit). now take the cut strands and tie them in a double knot and wokr your way up the shirt and keep tying!

I used to do that all the time so I know just what you want. You cut down the two sides of the shirt then make little tabs along the side, then tie the tabs together, and voila!

Cut along the seam (from the bottom of the shirt to the armpit). Then cut horizontal strips (like fringe) along both sides and tie the corresponding strips together.

do you mean where someone slits the side up to the arm, and then cuts the edges into a bunch of flaps, then ties pairs of flaps together. that's the only things that comes under what you seem to be thinking of
