Public universities are subsidized by the state, while private universities are not.

However, the cost of a public university varies greatly, depending on if you are a resident of the state where the university is located. Many public universities can be more expensive than private universities if you are not a local resident.

They are not financed with public money, meaning government money. If you look most private universities are affiliated with a religious entity and some of them do not meet the anti-discrimination federal rules, therefore they must pay for it. Some of them recive money from the government, but it is just for certain programs and that money has to be used for that purpose only.

Because private schools do not receive any money from their state governments. I went to Albright College in PA. They did not receive any money from PA's government, so it costs the same amount for somebody who lives in PA and somebody who lives in CA.
