when you say toolbar do you mean start menu and the bar which shows the time and current software that is open? if so just click on the start menu button on your keyboard. it will be two or three keys left of the space bar - the one with the bendy window/kite type picture.
if you mean another toolbar, then right click with your mouse on a blank space your desktop (i.e. not on any program shortcut icon) and a menu will pop up. click on view or toolbars and select the missing toolbar by clicking on it and it will show up now.
if you mean that teh toolbar at the bottom of your screen has just moved somehwre else on your screen, use your mouse to drag it down to the bottom of the page again.

Hold Ctrl and Alt, and then hit delete twice.
This will cause you computer to restart and your taskbar should be back at the bottom. The toolbar is usually the one at the top.

Use your mouse go down there and click it should reapear if not go to your preference settigs in your controll panel and make sure you have not turned the toolbar to auto hide.
but if the worst comes to the worst press ALT+CONTOLL+DELETE at the same time and you get the option to schut down

on your keyboard hit the second key from bottom left and the start bar should come up otherwise ctrl alt delete and the click shutdown

You've probably just moved it (shrunk it). Try moving your mouse to where it should be and slowly dropping it to the bottom of the page. If the cursor changes you can click and hold and drig it back up.

try pressing the windows key on your keyboard to see if that will bring up your task bar.
If it does, right click on the taskbar, select properties and then make sure that autohide is not selected.
If it is not, try shutting down properly and see if your bar comes back.

you could try using the little window symbol on bottom left of the keyboard this brings up your menu

If it is just hiding - CTRL+Alt should bring up your start menu.
Otherwise you may have more important problems, such as a virus.
