Why would re-booting help you recover disk space?
Anyway, simply delete some of the programs you don't use. Failing that, go through all the folders one at a time until you locate the source of the occupied space. Try checking "temporary internet files" as these can build up relatively quickly if looking at certain websites.
A final thought, it could well be you have a virus which manifests itself in eating up your hard drive space. Check your virus checker is up to date and peform a pre-boot scan to scan every file on your hard drive. It may well be if the virus is well-embedded you'll need to format your drive, and re-install your operating system.

There can be several reasons for why you're receiving this message, most of which have already been mentioned.
Another thing that is possible is that you have installed Linux at some stage, which partitions your hard drive in such a way that it's not all available, or able to be seen by Windows.
You could do with a partition manager (i.e. Partition Manager ... it's called that ... or Ranish Partition Manager. There are others, but I'm tired and can't think straight right now.) These, however, would need to be installed, so you're going to have to obtain another hard drive, or get someone who's hard drive does function to install your hard drive into their computer. You'll be able to check then, whether Windows can see all of your hard drive. If not, any partitions can be resized to give you the maximum amount of storage space.

Without seeing your computer this is a very difficult question to answer, very wise words about doing a virus check. If you have a computer connected to the internet it is possible you have been taken over, repost with more info on your computer with disk space free sapce and used what do you use your computer for e.g do you have alot installed on it. how large is your hard drive, is it partioned?
In the mean time right click on internet explorer choose properties half way down teh general tab you will see [Delete Files] click on this check the box that says delete all offline content this should free up some space for you. Then take it from there.

look at your installed programs list (Control Panel > Add or Remove Programs) and in the drop-down list at the top right, choose 'sort by size'
you may be surprised to find something large on ur PC.
in response to other replies, dont just DELETE programs, make sure u fully uninstall them.
use cCleaner to delete useless junk, you can find a download link and usage instructions in the link i've provided.

double click on my computer and right click your c drive and select properties - this will show how big your drive is and how much room is left on it. if its full click on start, settings, control panel, add or remove programs and remove some of the programs you dont use to clear up some of the space
