In theological terms God is omnipresent, meaning he consciously exists everywhere simultaneously. God is like an electron in its wave form (seriously): an electron "experiences" the whole history of the universe and traverses every possible trajectory in the Universe at any given instant. Viewed immanently then, God is everywhere.
On the other hand, God is nowhere because God is always the unreachable Other. God, being God is not the Universe, nor anything in it - so he transcends the Universe and everything in it. Seeing as he created the Universe he must proceed from the "nowhere" or "nothingness" which would constitute the outside of the Universe. Viewed transcendentally then, God is nowhere.
It's all pretty far out, which is why we have the idea of faith when we start spinning out.

"what does this mean": = unsure
"God is both everywhere and nowhere at the same time?"one who is unsure = one who questions time. for both everywhere and nowhere = one whom is comparing. so impossible is this task ... faith is surely involved for sure success when 'stuff is impossible like this example 'both everywhere and nowhere' not to mention the time reference..it is the mind trying to box in that which does not fit based on the construction of the box 'one's mind .for words 'accurately it is more a spirit thing' [spirit has a language which is far more than words,(outside of words)]back too words-put in ->question-for yourself; acceptance; first; "ok" this everywhere VS. nowhere thing is; just to big for my box(mind) 2nd believe(faith) that there exists a solution that's been unattainable to you ,however through your believing(faith) the solution is obtainable ..for words you can say it is not giving up;> through first giving up.?similar too everywhere and nowhere perhaps? just in passing(passing the following on to whomever 'gets it' nowhere does = now here :-) :-) :-) me otta here ..peace

There's some concept of a God in every country in the world, but no one can see him/her so he's nowhere.

I think it means he is everywhere, but because of free will, it may feel like he's nowhere.

God is everywhere if you look for him, and be grateful to be alive. He's nowhere if you don't.
