All laws/bills orginate in the House Of Rep. then go to the Senate, They must pass both houses of congress before going to the president to sign. the judiciary roll is to judge the laws constitutional or no if the law is in question. Federal bureaucracy is inclusive of the many government bureaus

Congress has all legislative power, and thus the authority to enact and modify all federal statutes. The Judiciary has all judicial power, and thus the authority to decide and modify all federal common law.

The president is implicitly authorized to issue executive orders, and make executive agreements with foreign governments. These have the force and effect of law, but of a lower priority than statutes or caselaw.

And the constitution also grants Congress the power to create bureaucratic agencies, and to delegate administrative and regulatory authority to those agencies. But again, while those administrative regulations have the force and effect of law, they are still of a lower priority than statutes or caselaw.

So, given there are many different types of laws, all of the above.
