you dont say whether you are using an optical mouse or a ball mouse.
I suspect you are using an optical mouse. if so, then make sure you have the mouse on a surface that wont reflect the laser and dont use a mousemat for the same reason. as an experiment, try putting a piece of normal white paper under your mouse and use it normally and see if you have the same problem, if you dont then it is because the surface you are using is reflecting the light and messing up its sensors. if you do have the same problem then read on.
if you're using a ball mouse, take the ball out and clean it.
if you have the same problem, go to Control Panel>Mouse>Pointer Options and move the speed to half way.
still got a problem? try downloading Spybot Search and Destroy, updating and scanning and fixing everything you find.
still got a problem? do a free scan on the Symantec website (below) and if it finds anything, follow the given instructions to remove it.

I don't want to alarm you but this could not only be dangerous but on occasions deadly.
Please do not tell your neighbours it may cause a stampede to leave the neighbourhood.
Put on protective clothing immediately & leave the house as quickly as possible. Don't run but just walk briskly.
Please go to your nearest hospital to be checked out....it could mean years in an isolation ward but you must think of the greater good to mankind & future generations.

Could be just the tracking speed too fast - go to control panel, mouse and slow it down.
Also, if you've got one of those flashy lights on bottom mice (rather than roller ball) could be the mouse mat surface - try putting the mouse on a different surface . . .

If serious, try a different mouse. If a laptop, have the touchpad or keyboard mouse checked by a pro.

I think it's searching for food.
Put it on a plain surface, try change the mouse pad.
Not working ? change the mouse.
