For eggs that size I would suggest that they are Shark eggs. There are a few species of sharks that lay eggs. Eggs that have a hard shell. The Port Jackson shark here in Austraila for example lays a hard shelled egg
Turtles leave the water and lay their eggs in pits they dig and then re-cover above the high tide line. Crocidiles and Aligators do the same in estuaries.

Where do you live, what state and how long have they been in the water. I live in Indiana and have found eggs in the lakes and ponds here but they were duck eggs that somehow got pushed into the water, also the occasional goose egg.
