I don;t understand, it;s like as soon as i dry them off, and get my clothes on, they go right back to being moist and kinda stinky. I scrub the hell outta my scrotum and even use velvet body wash on them but i'll be damned if they aint funky as hell as soon as i get dressed.

You're too hard on your sack. Don't scrub it so hard. And it's supposed to have oils with pheromones. That's what makes it smell like a sack, and it doesn't stink. It smells like a sack. Chicks love it - nature takes care of that for you.
Keep it clean. Body wash and water is enough for me. A little body powder is all you need after the shower. Get dressed and fuhgettaboutit.

Because they are in a hot area for a long amount of time they tend to give off a putrid smell. I would suggest letting some air in for a while.

Have you tried powder? That usually dries them off well. I wouldn't worry about it though, because you'll always sweat. Just do your best to keep clean and it'll be fine. You might also try trimming your pubic hair, but I wouldn't shave it if I were you. That's just going to make it all itch. And you might cut yourself shaving, so don't do it! A trim might help though. Be careful.

You may want to try using a soap that is ph balanced. Sometimes using products that lean one way or the other on the ph scale can throw off your own body's ph and create odor.

what kind of underwear do you wear..? Some materials can cause you to sweat and stink... you could apply some scented lotion to them after you dry off... I hope you get your issue figured out...
